About this opportunity

Palm Beach County Board of County Commissioners, through its Procurement Department, is soliciting quotes under RFQ 27-0038/YE for thermal/infrared imaging and ultrasound services of electrical and mechanical equipment under a term contract, with quotes due November 18, 2026 at 4:00 p.m. Palm Beach County local time. Two preference programs shape eligibility: certified small business enterprises receive an award preference when priced within ten percent of the lowest responsive and responsible quoter's price, and a five percent Local Preference applies to quoters with a permanent place of business in Palm Beach County. A five percent Glades Local Preference applies to Glades-based businesses providing services for use in the Glades.

Under the Small Business Development Program, Schedules 1, 2, and 2(a) must accompany all bids to be considered responsive as long as an Aspirational Participation Initiative (API) goal is required. Schedule 1 identifies all subcontractors and subconsultants with their SBE certification status and work share. Schedule 3 accompanies each payment request, and Schedule 4 documents actual subcontractor payments with the subcontractor's notarized signature.

The solicitation seeks diagnostic imaging to assess the condition of electrical and mechanical equipment. Pricing must be submitted on the County's Quote Response Form and remain firm for ninety days from submission and throughout the initial and any subsequent contract terms. Quoters must be registered in the County's Vendor Self Service system, and subcontractors must be registered before award. The contract requires E-Verify employment verification, criminal history record checks for certain County facilities, and commercial non-discrimination compliance, with federal regulations applying if federal funds are used. Performance in subsequent fiscal years is contingent on annual appropriation by the Board of County Commissioners.

Questions are due November 7, 2026 at 4:00 p.m. Responses may be faxed or emailed to Youlanda Ellis at YFEllis@pbc.gov or PUR-PurchTeam3@pbc.gov, or delivered to the Procurement Department at 50 South Military Trail, Suite 110, West Palm Beach, FL 33415-3199. The recommended award will be posted for five business days prior to final approval only if federal funds are utilized.
