About this opportunity
Palm Beach County Board of County Commissioners' Purchasing Department issued a Request for Quotation (RFQ) on January 10, 2022, seeking a qualified vendor to provide on-site thermal/infrared imaging and ultrasound analysis services for electrical and mechanical equipment under a term contract. The procurement is designated as a re-quote opportunity with a response deadline of January 28, 2022, at 4:00 p.m. local time, with submissions accepted via fax or email. The County requires vendor services to perform thermal/infrared imaging and analysis on equipment in the 15kV, 4160kV, and 480V voltage classes, with an estimated annual service requirement of 450 hours. Services must be delivered during standard business hours (Monday through Friday, 8:00 a.m. to 5:00 p.m.) with no additional compensation for overtime work. Pricing shall be submitted as a firm, fixed hourly rate that encompasses all manpower, materials, tools, travel, fuel, mileage, mobilization, demobilization, and incidental expenses. Qualified vendors must possess a minimum Level III Infrared Thermography Certification from an accredited institute and demonstrate that at least one employee has a minimum of five years of thermal/infrared testing experience on electrical panels and equipment in commercial and industrial facilities. The successful vendor will be awarded a 12-month initial contract with the option to renew for four additional 12-month periods, contingent upon mutual written agreement and appropriation of funds.
Palm Beach County's procurement is subject to the Small/Minority/Women-Owned Business Enterprise (S/M/WBE) program, which provides award preference to certified small businesses within 10% of the lowest responsive bid. The vendor must maintain Commercial General Liability Insurance of at least $500,000, Business Auto Liability Insurance of at least $500,000, and Workers' Compensation Insurance in accordance with Florida law. Additionally, the selected vendor must comply with criminal history records check requirements for work at designated critical facilities and maintain all applicable Florida licenses and certifications throughout the contract term. No incumbent vendors or budget ranges were specified in the RFQ documentation. The contract structure provides flexibility through multiple renewal options over a potential five-year engagement period, allowing the County to establish a long-term relationship with a qualified service provider capable of supporting its thermal imaging and equipment analysis requirements.
