About this opportunity

Palm Beach County Board of County Commissioners is issuing a Request for Quotation (RFQ) for thermal/infrared imaging and ultrasound services on electrical and mechanical equipment under a term contract. The County seeks to establish a firm, fixed hourly rate for diagnostic services performed on 15kV, 4160kV, and 480V voltage class electrical and mechanical equipment, with an estimated annual quantity of 450 hours of service. Quotations must be submitted to the Purchasing Department by 4:00 p.m. on November 4, 2021, via fax or email. The successful vendor will be awarded a twelve-month initial contract with the option to renew for four additional twelve-month periods, subject to mutual written agreement and Board appropriation of funds. Services must be provided onsite at various County locations during normal business hours, Monday through Friday, 8:00 a.m. to 5:00 p.m., on an as-needed basis with no minimum order requirements. The hourly rate must be a single, fixed unit price that remains firm throughout the contract term and is all-inclusive of manpower, materials, tools, travel, fuel, mileage, mobilization, demobilization, and report preparation, with no additional compensation permitted. Award will be made to the lowest, responsive, responsible vendor on an all-or-none basis, and the vendor must maintain Commercial General Liability Insurance of at least $500,000, Business Auto Liability Insurance of at least $500,000, and Workers' Compensation and Employer's Liability Insurance in accordance with Florida Statute Chapter 440, while demonstrating Level II Infrared Thermography Certification and providing evidence that at least one employee has five years of thermal/infrared testing experience on electrical panels and equipment in commercial and industrial facilities.

Small, minority, and women-owned business enterprises may qualify for participation consideration in this procurement. Vendors with permanent places of business in Palm Beach County may receive a 5% local preference in evaluation. No incumbent vendors or current contractors are identified in the RFQ documentation. No specific award value or budget range is listed in the solicitation materials; pricing will be evaluated on a competitive basis among responsive and responsible vendors. The County is exempt from federal and state taxes, and all costs must be incorporated into the hourly rate with no additional charges permitted for overtime or transportation between County sites.
