About this opportunity

The State of Maine's Maine Warden Service Aviation Unit is requesting proposals for one airborne fixed-wing dual-image thermal imaging system suitable for installation on a Cessna 172 series aircraft, with proposals due October 7, 2009. The bidder must possess or have written authorization for an installation Supplemental Type Certificate for Cessna 172 series aircraft and demonstrate prior experience with thermal imaging system installation — the key eligibility gate.

The scope includes a complete thermal imaging system with 2-axis gyro-stabilization, 360-degree field of regard, continuous zoom with minimum 10:1 magnification ratio, 320 x 240 pixel thermal detector, visible TV imaging sensor with 670,000 pixels and 35X magnification, LED laser pointer at 830nm wavelength with 30mW output, and GPS interface capability. The system must include automatic tracking, laptop controller, electronic control unit, optical extender, operator's manual, shipping case, and standard cable kit. Deliverables encompass operator training for up to 10 students, manufacturer's warranty, complete installation services at a Maine facility (including travel and associated expenses), and all new manufacture items including baggage compartment mount kit, NVG-compatible displays, and digital recorder. The gimbal mounts to the baggage compartment side with a swing arm mount for the left-side operator position; installation must provide at least 8 inches of ground clearance and incorporate a stow feature to protect lenses.

Bids must be submitted electronically to the Division of Purchases office in Augusta, Maine, prior to the October 7 closing. In case of tie bids, in-state bidders or those offering commodities produced or manufactured in Maine receive preference. The State reserves the right to reject all bids and is exempt from Federal and Maine State Sales and Use Taxes. Contact Charles Later, Chief Pilot, Maine Warden Service, at 207-695-0755 or charlie.later@maine.gov with inquiries. Bidders must identify delivery period requirements in their proposals.
