About this opportunity
The County of Orange Probation Department issued a Request for Proposals on February 5, 2026, for Theatre Arts/Drama/Acting Services to serve incarcerated youth adjudicated for serious and violent offenses under Welfare and Institutions Code Section 707(b), with proposals due by March 23, 2026, at 3:00 p.m. through the County's electronic eProcurement Portal. The selected contractor will develop and deliver introductory theatre arts, drama, and acting services to approximately 10-20 youth per cohort, incorporating foundational skills training with music and dance elements integrated into theatrical productions. Service delivery will consist of one to two weekly rehearsal sessions lasting one to two hours each, with cohorts running 12-15 weeks and concluding in a 30-45 minute theatrical performance or staged showcase held at the Multipurpose Rehabilitation Center. Respondents must demonstrate a minimum of three years of experience providing theatre arts/drama/acting services to youth within the past five years and must be capable of commencing services within 60 days of contract award. The contract will be a three-year firm fixed-fee agreement with the option for renewal for two additional years by mutual written agreement. The evaluation process consists of three phases: Phase 1 awards 500 points for written proposals evaluating firm background and qualifications (150 points), staffing capabilities (125 points), service delivery methodology (200 points), and compliance with the County Model Contract (25 points); Phase 2 awards 100 points for cost proposals, with the lowest-cost respondent receiving maximum points; and Phase 3 awards 400 points for presentation and interview performance. Key deadlines include a non-mandatory pre-proposal meeting on March 10, 2026, at 10:00 a.m. via Microsoft Teams and a question submission deadline of March 12, 2026, at 3:00 p.m., with all questions submitted through the eProcurement Portal and verbal clarifications deemed non-binding.
County of Orange Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preferences apply, providing respondents with an additional five to eight percent scoring advantage depending on their certification status. Respondents must obtain D-U-N-S and UEI numbers prior to award and maintain their proposals as valid for a minimum of 365 calendar days from the closing date. Minimum insurance requirements include Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and statutory Workers' Compensation coverage. All contractor employees must pass background investigations conducted by the Orange County Probation Department prior to service delivery and must complete required certifications including FBI Criminal Justice Information Services Security Addendum and Prison Rape Elimination Act certifications. The County will provide facility space, parking, and background investigation services, while the contractor is responsible for all staffing, materials, supplies, and operating costs. Board of Supervisors approval is required for annual contract values exceeding $200,000 or total contract values exceeding $1,000,000 across all contract years, though the RFP does not specify a posted budget range or maximum award value.
