About this opportunity
The University of New Mexico Hospital is pursuing a sole-source procurement of MHC NorthStar, a cloud-based document automation and employee self-service platform, with proposals due September 4, 2026. This is a proposed sole-source purchase, which constrains competition to MHC Software, LLC.
UNMH seeks to replace its existing on-premises MHC Document Express and Document Self-Service applications (in service for over 15 years) with MHC NorthStar, which integrates with Infor CloudSuite Multi-Tenant. The proposed solution includes MHC NorthStar Payments Essentials, Payroll Documents Enterprise, Employee Tax Documents Enterprise, and Employee Documents Enterprise modules. Deliverables encompass implementation services covering project management, workflow analysis, system configuration, historical document migration, testing, training, and deployment assistance.
UNMH justifies sole source on the grounds that MHC NorthStar is proprietary software exclusively developed and maintained by MHC Software; it is the only Infor partner offering fully integrated Infor CloudSuite document output and employee self-service capabilities under a single solution; and alternative vendors lack native Infor CloudSuite integration, the ability to migrate the existing MHC environment, and comprehensive accounts payable, payroll, employee document, and tax document automation in one platform. Substitution would require substantial redevelopment of existing business processes, recreation of interfaces, migration of historical employee records, additional cybersecurity reviews, and extensive staff retraining.
The total contract amount is $362,418.00. The initial contract term is five years with renewal options subject to New Mexico Procurement law. The procurement may support multiple purchase orders and contract addenda for additional functionality, licenses, support fees, and contract extensions. MHC Software, LLC is located in Burnsville, Minnesota. Implementation is coordinated with UNMH's concurrent migration to the Infor CloudSuite Multi-Tenant cloud environment.
