About this opportunity

The City of Philadelphia's Office of the Director of Finance, Risk Management Division is requesting proposals for managed care consulting services for the City's Employee Disability Program, with proposals due October 16, 2026 at 5:00 p.m. Philadelphia time and applicant questions due September 25, 2026. A 26% total SBE participation range has been established; respondents must demonstrate best and good faith efforts to solicit SBEs and LBEs and submit a completed Solicitation & Participation Form documenting all outreach, regardless of whether formal goals are met. All SBEs and LBEs listed must be certified at contract award and participation commitments are binding and enforceable throughout the contract term. Failure to comply with small and local business plan requirements may result in contract rejection, termination, payment withholding, or debarment from City contracts for up to three years.

The scope requires a managed care consultant with a minimum of 10 years of experience to evaluate and analyze the City's Employee Disability Program, implement managed care initiatives, advise on Third Party Administrator RFPs, and evaluate program performance against claims administration. The consultant must be completely independent with no financial interests in managed care service providers, medical review companies, PPOs, utilization review providers, case management companies, or third-party administrators. NAICS 541611 (Auditing Services / CPA Services / Administrative Support / Data Services) applies.

The contract carries fixed-price compensation with a maximum of $140,000 annually, increasing to $235,000 in years when the City drafts an RFP for Third Party Administrator services. The initial term runs January 1 through December 31, 2027, with the City holding an option to add up to four additional one-year terms at its sole discretion. Interviews and presentations are scheduled for October 26–30, 2026, with applicant selection expected November 1, 2026 and contract execution by December 1, 2026.

The City will evaluate proposals on superior ability to meet requirements, prior experience, quality and efficiency of proposed solutions, skill and reputation, local impact or LBE certification, and cost. Applicants must submit proposals electronically through eContractPhilly with comprehensive documentation including applicant profile, qualifications, references, cost proposals, tax and regulatory clearance statements, political contribution disclosures, and optional Local Business Entity or LGBTQ Applicant Opportunity Data forms. Answers to applicant questions will be posted by October 2, 2026.
