About this opportunity
The City of Philadelphia is requesting proposals for comprehensive cost-benefit analysis of establishing a modular housing manufacturing facility through a public-private partnership, with proposals due August 24, 2026 at 5:00 p.m. Philadelphia Time and a pre-proposal meeting scheduled for August 4, 2026 at 1:00 p.m. via Zoom. Applicants involved in manufacturing, development, or construction of modular or traditional housing are ineligible — a decision-flipping disqualification. Local Business Entity certification under Philadelphia Code Section 17-109(3)(b) is a selection criterion.
The consultant will evaluate three governance and operational models: City-held ground lease with private operator, privately owned and operated facility, and fully vertically integrated developer-operator. Deliverables include a detailed written report, briefing deck, and oral presentation analyzing capital and operating costs, job creation, market demand, and policy recommendations. The consultant must demonstrate experience in public-private partnership consulting, financial modeling, and project viability assessment, and possess substantive knowledge of the Philadelphia housing market and off-site construction processes.
The maximum fixed-price contract value is $100,000, payable 50 percent upon completion of the second draft report and 50 percent upon receipt of the final draft and briefing deck. The contract term runs November 2, 2026 through November 1, 2027, with the City holding an option to extend for up to four additional one-year terms. The City will provide access to fourteen prior RFI responses, interview notes, and organizational support for stakeholder interviews.
Selection criteria include superior ability to meet requirements, prior experience, solution quality and efficiency, skill and reputation, benefit to local business development, cost, administrative efficiency, and Local Business Entity certification status. Questions are due August 5, 2026 at 5:00 p.m., with answers posted August 12, 2026. Interviews and presentations are anticipated the week of September 8, 2026, with selection expected the week of September 28, 2026. Contractors must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard, obtain required tax accounts and licenses, and disclose political contributions.
