About this opportunity

Monroe County Board of County Commissioners, through the Monroe County Purchasing Office, is soliciting sealed bids for the sale of one county-owned improved building and land in Marathon, Florida (Parcel Identification No. 00321730-000000), with bids due December 10, 2026 at 3:00 p.m. The property carries a recorded medical-use restriction through 2036 that prohibits medical-related uses by the county and any successor owner, with limited exceptions for non-profit federally qualified health centers and low-cost health providers offering comprehensive primary and behavioral health care already operating within the City of Marathon.

The county will convey the parcel to the highest responsive bidder by Statutory Quit Claim Deed under Florida Statute 125.411, pursuant to Monroe County Resolution 123-2026. The minimum bid is $1.29 million, established by appraisal. Conditional bids are not accepted, and bids remain open for 90 days after the receipt deadline. Each bidder must submit a bid deposit of 5% of the underlying bid, by certified or cashier's check payable to the Monroe County Board of County Commissioners. The county applies the deposit to the purchase price at closing and retains it until closing, the 91st day after bid opening, or rejection of all bids. The buyer pays closing costs and attorney fees, including documentary stamps, recording fees, an estimated $500 settlement fee, and $475 in seller's attorney fees.

Required submissions include a bid form with the offer price stated in written and numerical format, signed and dated by an authorized representative and witnessed; a Non-Collusion Affidavit; a sworn Lobbying and Conflict of Interest statement under Ordinance No. 010-1990; a notarized affidavit acknowledging the recorded deed restriction; and acknowledgment of all addenda. Bidders must familiarize themselves with City of Marathon Land Development Regulations. Proposals become public after an intended decision or 30 days, whichever is earlier, so confidential financial information should not be included in the primary proposal.

Bids are submitted electronically through the Bonfire platform at monroecounty-fl.bonfirehub.com and opened virtually via Zoom at the same time. Questions are accepted through Bonfire or the county's bid webpage up to ten calendar days before opening. The Board will present the highest responsive bid at a public meeting in January 2027 at the Marathon Government Center, and closing occurs within 60 days of Board approval. A bidder claiming adverse effect from the award decision must file a written protest within 72 hours or three business days, whichever is less, after posting of the notice of decision on Bonfire. The solicitation was published in the Keys Citizen on November 5 and November 12, 2026.
