About this opportunity

The City of Scranton's Office of Business Administration is seeking proposals for certified playground mulch and engineered wood fiber delivery services for city parks through a re-bid process. The procurement opportunity covers mulch delivery services from July 3, 2023, through December 31, 2023, targeting over 35 different park locations within Scranton. Vendors must provide 100% double-shredded hardwood mulch from disease-free deciduous trees, with a deep dark brown color and specific particle size requirements. The minimum delivery requirement is 80 cubic yards per delivery, and bidders must submit detailed pricing for certified playground mulch, engineered wood fiber, delivery per tri-axel, and total cost per tri-axel with delivery. Proposals are due electronically via the City's e-Procurement Portal by 10:00 a.m. on June 29, 2023, with a deadline for submitting questions and clarifications set for 2:00 p.m. on June 26, 2023. Evaluation criteria will include proposal completeness, responsiveness, professional qualifications, proposed work plan, and pricing. Interested vendors must register on the e-Procurement Portal to access the full solicitation and submit their proposals.

There are no specific set-aside designations or restrictions mentioned for disadvantaged enterprises in this solicitation. Vendors must provide comprehensive documentation with their proposals, including a certificate of insurance, affirmative action certification, non-segregated facilities certificate, non-collision affidavit, and current contractor disclosure. While the exact budget range is not explicitly stated, the multi-site delivery requirements and seasonal nature of the contract suggest a potentially significant contract value. Bidders must be prepared to handle large-scale mulch deliveries across multiple city park locations and demonstrate technical capability to meet the specified requirements. The City reserves the right to reject any or all proposals and is using an electronic procurement platform to manage the bidding process. Potential vendors should be prepared to provide proof of professional capabilities, insurance, and compliance with municipal procurement regulations.
