About this opportunity
The Maine Department of Transportation is requesting bids for five hot patch trailers (diesel-fired asphalt transport units mounted on tandem-axle chassis) with bids due October 2, 2007. In-state bidder preference and preference for products manufactured in Maine apply in case of tied bids; if neither applies, award is determined by drawing of lots.
Each unit must be a current or 2007 manufacturer model capable of reheating cooled hot mix or heating cold mix asphalt and includes portable vibratory roller equipment. Specifications cover chassis design, container construction, electrical systems, heating capabilities, and federal and state regulatory compliance. Bidders must certify 95% parts availability within 48 hours and 24-hour availability for consumables; submit manufacturer brochures, certification of service facilities within Maine, and specification sheets with their proposals; and document successful completion of a National Association of Trailer Manufacturers audit. Each unit includes a minimum one-year manufacturer warranty commencing on in-service date and requires a minimum of one-half day operator and mechanic training at delivery plus two hours of on-site training at a Maine DOT location.
Delivery is to Maine DOT Fleet Service in Augusta. All bids must exclude Federal and Maine State Sales and Use Taxes and include prepaid transportation charges. Payment discount terms of less than 25 days net will not be considered unless in the State's best interest. Award will be made to the best value, responsible bidder based on quality, specification conformance, delivery date, ultimate cost, warranty terms, manufacturer performance data, parts availability, and other factors at Maine DOT's discretion. The State reserves the right to reject any or all bids, waive formalities or technicalities, and increase or decrease order quantities by up to 10 percent.
