About this opportunity
The Maine Department of Transportation is requesting bids for the purchase and installation of 98 automated fuel island control units and related fuel management software across Maine fuel stations, with bids due October 16, 2007.
Island Control Units must manage one to eight fuel pumps with support for two to sixteen hoses and products. The Fuel Management Software system requires real-time integration to Maximus Fleet Focus M5 Fleet Maintenance Software and compliance with Maine DOT IT standards, including Windows 2003 Active Directory compatibility, Oracle or Microsoft IIS servers, and support for PL/SQL, Java, or VB.NET programming languages. All installations must be completed within nine months of award and comply with manufacturer specifications and applicable federal and state codes. Vendors must provide detailed specifications, warranty coverage of at least one year for parts and labor, and a maintenance plan with post-warranty support terms. Emergency technical assistance must be available within eight hours with unlimited support during the warranty period. Vendors must maintain parts inventory within Maine capable of delivering 95 percent parts availability within 48 hours and provide nine spare parts kits consisting of card readers and circuit boards.
Bidders must submit references for automated fuel management system work completed within the prior five years and identify any specification exceptions with their bid. Equipment and installation costs are to be provided individually for each of the 98 sites on a lump-sum, completely installed and tested basis. In-state bidders or vendors offering products manufactured in Maine receive preference in tie-bid scenarios. The state reserves the right to reject any or all bids, award contracts individually or as a group, and increase or decrease ordered quantities by up to 10 percent. Transportation costs are the contractor's responsibility. Questions are due by the bid opening of October 16, 2007.
