About this opportunity

The State of Maine Department of Transportation is requesting bids on three 16-foot tilt-bed tagalong utility trailers, with bids due October 30, 2007. An in-state preference applies: in case of tie bids, award goes to the in-state bidder or bidder with products manufactured in Maine, or is determined by drawing of lots if other factors are equivalent.

The scope requires heavy-duty trailers for extreme service applications, each with tandem axles at minimum 13,800-pound gross vehicle weight rating, electric brakes, LED lighting, a tilt deck with minimum 15-degree angle, hardwood decking at least 2 inches thick, deck height not exceeding 20 inches, 3-inch pintle eye hitch, safety chains, parking jack, spare tire and wheel, hub odometer, full fenders and mud flaps, integral toolbox, and D-rings for load fastening. All trailers must be painted blue with rust-proof lead-free primer and delivered fully inspected, serviced, and ready for immediate use.

Bidders must submit a proposal program detailing parts and service availability. The successful bidder must maintain or have access to parts inventory within Maine capable of providing 95 percent parts availability within 48 hours of order, with expendable items available within 24 hours — this will be a determining factor in award. Manufacturer's warranty terms and conditions must be stated in the bid proposal. Complete parts lists, repair manuals, and parts manuals must accompany each unit, along with title and dealer's certificate.

Bid prices must include all transportation charges, freight, and applicable discounts, stated as delivered to Fleet Service/M.D.O.T. in Augusta, Maine. The state is exempt from federal and Maine sales and use taxes. The Division of Purchases reserves the right to reject any or all bids, award based on best value considering quality, conformity, delivery date, and cost, increase or decrease quantities by up to 10 percent, and pre-inspect equipment and reject items not meeting specifications at no cost to the state. No contract may be assigned or sublet without written consent from the Director of Purchases.
