About this opportunity

The State of Maine, Division of Purchases, is soliciting bids for the purchase of one pull-type compactor, with bids due October 8, 2007.

The compactor must be a hydraulically operated, heavy-duty unit for extreme service conditions, delivered to Maine Department of Transportation Fleet Service at 105 Capitol Street, Augusta, Maine. Specifications require a frame of 5" x 5" x 5/16" square tube, a 24-inch diameter by 66-inch long compactor drum with 1-inch wall thickness, a 2-inch 1045 CR round shaft, and a continuous duty hydraulic vibrator generating minimum 7,000 pounds of force. The unit must include Goodyear ST205/75R15 load range C tires, hydraulically operated wheels for transport, brake and signal lighting with magnetic mounts, two safety chains with slip hooks and latches, and capability to maneuver hydraulically from transport to operating position with offset positioning. All materials must be new, manufacturer's current or 2007 stock models, and fully compliant with Federal and Maine regulations.

Bidders must submit unit prices delivered to destination, excluding Federal and Maine sales taxes and including all freight charges. Cash discounts on payments within 20 days or more are considered in bid evaluation; discounts under 20 days are not. Bidders must provide two complete parts manuals, two service manuals, and two operator's manuals with proposals, and must maintain or have access to parts inventory within Maine with 95 percent availability within 48 hours and 24-hour availability for expendable items such as filters, belts, and hydraulic lines.

Award will be made to the best value, responsible bidder based on price, warranty terms, manufacturer's performance data, delivery schedule, parts availability, and other factors deemed appropriate. The State reserves the right to reject any or all bids, increase or decrease quantities by up to 10 percent, and award tie bids to in-state bidders or through drawing of lots. Contracts may not be assigned, sublet, or transferred without written consent of the Division Director.
