About this opportunity
The Ohio Department of Health (ODH) Bureau of Environmental Health and Radiation Protection has issued a Request for Proposal (RFP) for professional environmental monitoring services around the Perry Nuclear Power Plant in Lake County. The primary objectives are to maintain ODH Lab proficiency and confirm that the power plant is not releasing radioactivity into the environment. Qualified bidders must have four years of experience in environmental sampling, including familiarity with stationary low volume continuous air samplers and proper sample collection techniques for air particulates, air iodine, water, vegetation, sediment, and split samples. The project involves collecting 104 weekly filter paper and carbon cartridge samples, 48 monthly water samples, 4 fish samples, 12 seasonal produce samples, and 2 sediment samples annually from specific locations within a 15.9-mile radius of the nuclear power plant. The proposal will be evaluated on a 750-point system, with 500 points for the technical proposal, 200 points for the cost proposal, and 50 points for a Minority Business Enterprise (MBE) set-aside. The solicitation was posted on September 25th, 2025, with inquiries accepted until October 14th, 2025, and proposals due by October 16th, 2025, covering the project period from July 1st, 2025 to June 30th, 2027.

The project period spans State Fiscal Years 2025-2027, with potential renewal options for up to two additional years through SFY 2029. The estimated contract budget is $48,246, with contractors required to submit quarterly invoices within 30 days of each quarter's end. Samples must be collected, labeled correctly, and shipped via overnight courier by noon on the second business day after collection to the ODH Laboratory in Reynoldsburg, Ohio. The sampling protocol involves collecting split samples simultaneously with utility personnel to ensure analytical accuracy, with samples undergoing gross beta, gamma isotopic, and tritium testing. Contractors must precisely follow detailed collection procedures, including using specific equipment like Horizon Interval Samplers and maintaining proper chain of custody. The comprehensive monitoring approach includes both indicator and control locations to provide a systematic assessment of potential environmental impacts from the nuclear power plant's operations.
