About this opportunity
The City of Philadelphia's Office of Property Assessment is requesting proposals for a Commercial Appraisal Consultant to support the establishment of real property assessment values for multi-family, commercial, mixed-use, and industrial properties, with proposals due October 1, 2026 and applicant selection targeted for October 16, 2026.
A Small Business Enterprise (SBE) participation range of 3% applies under Mayor's Executive Order No. 06-25; all SBE and Local Business Entity (LBE) participants must be certified by recognized certifying agencies and registered in the OEO Registry at contract award. Respondents who do not fully meet participation goals must demonstrate best and good faith efforts through documented solicitation activities, quotes received, and reasons for non-selection. A Local Business Entity Certification is available to qualified vendors meeting Philadelphia Code Section 17-109(3)(b), which requires Business Income and Receipts Tax filing, continuous Commercial Activity License maintenance, and either principal place of business in Philadelphia or satisfaction of additional criteria regarding resident employment, in-City work performance, or Philadelphia receipts.
The scope includes market studies, mass appraisal model development, individual property valuation reviews, staff training, and expert-witness testimony during appeals. The consultant must hold valid Pennsylvania State Certified General Appraiser certification, possess a minimum of 10 years of appraisal experience with extensive Philadelphia property-type coverage, demonstrate expertise in all three valuation approaches including income and discounted cash flow analysis, and have documented Commonwealth Court expert-witness testimony. Professional designations (MAI, SRPA, ASA, CRE) are supplementally considered.
The contract is fixed-price not to exceed $253,900 with an initial term from November 1, 2026, through October 31, 2027, renewable at the City's sole discretion for up to four additional one-year terms. Estimated effort is 40 to 60 hours per month, compensated upon completion and approval of specified deliverables via monthly invoicing. Questions are due September 18, 2026, with answers posted by September 24, 2026. Interviews are scheduled for the week of October 5, 2026. Work commences November 1, 2026. The contract requires comprehensive professional liability insurance ($1 million with deductible not exceeding $50,000) and compliance with Philadelphia's 21st Century Minimum Wage and Benefits Standard and non-discrimination ordinances.
