About this opportunity

The City of Philadelphia Office of the Director of Finance is requesting proposals for professional accounting consulting services on an on-call basis, with proposals due August 6, 2026 at 5 p.m. Philadelphia time and applicant questions due July 23, 2026 at 5 p.m.

The scope centers on technical accounting support and advisory services, including accounting readiness and transition activities for the City's conversion from FAMIS to Workday (projected go-live July 1, 2027), capital and fixed asset accounting support and process improvements, and implementation and interpretation of Governmental Accounting Standards Board (GASB) statements. The City requires on-site work availability with 24-to-48-hour response time capability for technical GASB questions. Applicants must demonstrate relevant experience with similar projects and financial capacity.

Compensation is hourly, with rates stratified by education level, skill set, experience level, and job title. The maximum contract value is $200,000, including all expenses, with payment made monthly upon completion and approval of specified work. The initial contract term runs September 3, 2026 through September 2, 2027, with the City holding a sole option to add up to four additional one-year terms (maximum five-year total term). Applicants must provide detailed hour estimates for each task and personnel category.

Applicants must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard, maintain current business licenses and tax clearances, and disclose political contributions under Chapter 17-1400 of the Philadelphia Code. Local Business Entity Certification is optional but may influence evaluation. Submission of an LGBTQ Applicant Opportunity Data Form is voluntary. All proposals must be submitted electronically through eContractPhilly and signed by an authorized signatory. Applicants must supply the City of Philadelphia Tax and Regulatory Status and Clearance Statement (Appendix C), Statement of Financial Capacity with audited or unaudited financial statements, five-year bankruptcy disclosures, and IRS Form 990 for nonprofit organizations.

The City anticipates applicant selection August 13, 2026, contract execution by August 31, 2026, and work commencement September 3, 2026. Evaluation factors include ability to meet requirements, experience, quality of proposed solution, skill and reputation, local business entity status, and cost effectiveness. There is no pre-proposal meeting or site visit.
