About this opportunity
The Civil Service Commission of the City of Philadelphia is requesting proposals for legal and administrative support services related to hearings and appeals, with proposals due August 6, 2026 and applicant interviews scheduled for the week of August 10. The City is seeking two contractors to provide attorney-level legal services; applicants must be authorized to practice law in Pennsylvania and demonstrate relevant experience with administrative or quasi-judicial proceedings for governmental bodies.
The scope includes preparation for Civil Service Commission hearings, participation in proceedings, legal research and analysis, drafting written opinions and findings, and handling appeal scheduling and correspondence. Work commences September 1, 2026 and runs through August 31, 2027, with the City holding an option to amend the contract for up to three additional one-year terms at its sole discretion.
Compensation is not to exceed $55,000 for the contract term and must be submitted as an hourly rate-based cost proposal with itemized monthly invoices. Applicants must submit complete applications through eContract Philly including company profile, proposed scope of work (5 pages maximum), cost proposal, personnel qualifications, references, and a written financial capacity statement with current financial documents. Applicants must also comply with City requirements including obtaining a Business Income and Receipts Tax Account Number, Commercial Activity License, Philadelphia Tax and Regulatory Status Clearance, and adherence to the 21st Century Minimum Wage and Benefits Ordinance.
Local Business Entity certification and Local Impact status are considered positive evaluation factors. Selection is based on 12 criteria including superior ability to meet contract requirements, prior experience, quality and efficiency of the proposed solution, skill and reputation, and lower cost. Applicant questions are due July 29, 2026 at 5:00 PM EST, with answers posted July 31. Contract execution is anticipated by August 20, 2026. LGBTQ Business Enterprise certification through the National LGBT Chamber of Commerce or Independence Business Alliance is voluntary but may inform the City's diversity tracking.
