About this opportunity

The Texas Military Department is soliciting bids for statewide bird survey services under IFB TMD26-ENV-0044993, with proposals due September 22, 2026 at 5:00 PM CST. The scope requires spring and winter bird counts using pre-established transects at four training centers: Camp Bowie (8,753 acres, five transects, 50 plots), Camp Maxey (6,424 acres, five transects, 65 plots), Camp Swift (11,659 acres, five transects, 50 plots), and Fort Wolters (3,989 acres, five transects, 53 plots). Deliverables include Microsoft Excel spreadsheets or Access databases, quarterly progress reports, GIS data in FGDC-compliant metadata format (UTM NAD 83), and final survey reports. All data will be loaded into TMD's database and the Federal Avian Knowledge Network.

Respondents must demonstrate five years of experience conducting avian surveys in Texas and submit project history, references, key staffing profiles, and resumes. A foreman must be maintained on site at all times. Pricing is submitted on a firm fixed-price, no-minimum, as-needed basis with payment contingent upon TMD's acceptance of deliverables.

Required insurance includes workers' compensation at statutory limits, commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $500,000 combined single limit, umbrella/excess liability of $1 million per occurrence, professional liability of $1 million per occurrence and $2 million annual aggregate, and commercial crime coverage of $50,000. All policies must carry an A.M. Best Financial Strength Rating of "A" or better and name TMD as additional insured.

The initial contract term is one year from Notice to Proceed, with TMD retaining sole discretion to exercise options for up to three additional one-year periods. TMD reserves the right to award based on best value rather than lowest price alone. Responses must be submitted via email to procurement@military.texas.gov and copied to Dario.thomas@military.texas.gov.
