About this opportunity

The State of Maine Division of Purchases is requesting bids for testing and repair services on fire extinguishers, with bids due September 28, 2010.

The scope includes annual inspections, hydrostatic testing, tag replacements, and emergency service calls across state facilities. The contractor must maintain a readily available inventory of extinguishers in various sizes and types—water, foam, dry chemical, and clean agent units—and provide services on an as-needed basis with specified emergency response times. Services must be provided statewide with adequate staffing, equipment, and certifications in accordance with fire code requirements and OSHA regulations.

Pricing is established on a per-unit basis for inspections, testing, and recharge services, with additional fees for emergency callouts and specialized services. The contract term is one year with potential renewal options based on performance and budget availability.

All bids must be submitted electronically to the Division of Purchases in Room 119, 9 State House Station, State Office Building, Augusta, Maine, prior to the closing date and time. Bidders must submit separate unit prices on prescribed forms or electronic media. Awards will be made to the lowest responsible bidder based on best value to the State. Pricing must exclude Federal and Maine State Sales and Use Taxes. All transportation charges, including freight and express delivery, are prepaid by the contractor unless otherwise specified.

Bidders must certify eligibility by confirming they are not debarred, suspended, proposed for debarment, or declared ineligible by any Federal Department or Agency. Within the three-year period preceding the proposal, the bidder must not have been convicted of or had a civil judgment rendered against it for fraud, criminal offenses, or violations of federal or state anti-trust statutes in connection with public transactions.

The Division reserves the right to reject any or all bids, increase or decrease quantities by up to 10%, and award items individually or as a group based on the State's best interests.
