About this opportunity

The Maryland Stadium Authority is requesting proposals for testing and inspection services at the Kent County Middle School project, with proposals due July 31, 2026, and an updated addendum issued July 22, 2026. A 10% Minority Business Enterprise (MBE) subcontractor participation goal with no subgoals is in effect; all subconsultants must be certified with the Maryland Department of Transportation.

The scope encompasses comprehensive testing and inspection across earthwork and soils, asphalt, erosion and sediment control, concrete, masonry, steel, roofing, fireproofing, and waterproofing in accordance with the 2021 International Building Code and applicable Kent County codes. The contractor must provide qualified onsite inspectors certified in soils, asphalt, concrete, rebar, and masonry with consistent presence throughout construction, coordinate inspection sequencing with the Construction Manager and MSA, attend pre-installation meetings, prepare daily reports and non-conformance notices, and supply all field equipment and tools. Laboratory testing is included; offerors must provide estimated quantities based on project drawings and specifications in Attachment F. Services are anticipated to commence immediately upon award and continue through September 2028 at 402 E Campus Ave., Chestertown, MD 21620.

The contract will be awarded on a not-to-exceed basis. Financial proposals will be ranked on overall proposed fees following technical evaluation, which is prioritized over financial criteria; selected firms are short-listed to the financial proposal phase based on technical ranking. Offerors must be licensed in Maryland, demonstrate a minimum of five years of experience as a prime contractor providing testing and inspection services across all specified categories, possess current insurance coverage meeting contract requirements as stated in the Sample Contract, and provide proof of good standing with the Maryland Department of Assessments and Taxation. Three project references from the past five years are required. No bonding is required. Proposals are irrevocable for 180 days following closing. A pre-proposal web conference was held July 17, 2026; questions were due July 21, 2026, at 1:00 p.m. via the Euna procurement portal. All submissions and addenda acknowledgments must be made through Euna. Award is subject to Maryland Stadium Authority Board of Directors approval.
