About this opportunity

The Texas Facilities Commission (TFC) is soliciting qualifications for professional HVAC Testing, Adjusting and Balancing (TAB) services for the Texas Juvenile Justice Department's Project #24-43-2558, which involves constructing two new detention facilities with a combined capacity of 200 beds in Waxahachie (Ellis County) and Rosharon (Brazoria County). The procurement seeks a contractor to provide comprehensive TAB services including pre-construction auditing, construction phase testing, final testing and balancing per ASHRAE 111/AABC/NEBB/TABB standards, and post-completion verification. Mandatory pre-submittal teleconferences are scheduled for September 9 and 10, 2025, with qualifications due September 23, 2025, at 3:00 PM through the Bonfire portal system. Evaluation criteria include Relevant Experience and Qualifications (50 points), Proposed Methodology (30 points), and Quality Assurance/Quality Control (20 points), with Company Information, Litigation History, and HUB Subcontracting Plan serving as pass/fail requirements. The contract term is anticipated to be 900 calendar days, with services required to commence within 10 calendar days of receiving a Notice to Proceed, and award anticipated by January 15, 2026, with contract execution by February 13, 2026.

The solicitation includes a Historically Underutilized Business (HUB) subcontracting goal of 23.7% for professional services, requiring respondents to demonstrate efforts to engage HUB-certified vendors through the B2Gnow system. Contractors must meet extensive professional licensing requirements and comply with criminal background check procedures for personnel working on state-owned property. Professional liability insurance of at least $1 million is mandatory, along with additional insurance coverages including workers' compensation, general liability, automobile liability, and cyber/privacy liability. The contract requires compliance with various state regulations, including immigration verification (E-Verify), anti-discrimination policies, franchise tax compliance, and prohibitions against contracting with entities that boycott Israel or engage with foreign adversaries. The overall project cost is approximately $200 million, with the TAB services contract being a critical component of the new juvenile detention facility construction project. The procurement is contingent on continued state funding availability and emphasizes creating secure, rehabilitative environments for youth offenders through modern facility design and comprehensive HVAC system testing and balancing.
