About this opportunity
The Commonwealth of Virginia Department of Wildlife Resources is soliciting bids for a term contract to provide twice-yearly mowing services at three dams at the King and Queen Fish Hatchery in Stevensville, Virginia, with bids due October 5, 2026, and a set-aside for DSBSD-certified small businesses when applicable.
The scope includes clearing vegetation from spillways, riprap, dam fronts, and around overflow outlet pipes and structures, plus litter pickup prior to mowing. Services are scheduled for October and May each year and must be performed only when soil is dry. Contractors must use Ventrac dual-wheeled tractors or hand mowing; ASV skid steers, zero-turn mowers, and standard tractors are not preferred due to rutting concerns. The contractor must be available for additional call-when-needed mowing or herbicide treatments and must hold herbicide and pesticide certifications or provide personnel with such experience; subcontractors may be approved for these applications if the prime contractor does not provide them. Qualified vendors must have serviced at least one dam within the past year.
Prior-year pricing provides a cost baseline: Icehouse Dam $403.77 per mowing, Walker/Coleman Dam $1,068.78 per mowing, and Spring Branch Dam $475.01 per mowing, with call-when-needed labor at $92.31 per hour. Bidders must itemize costs per service visit and will be invoiced monthly following service completion. The initial contract term runs from award through September 30, 2027, with four optional one-year renewal periods. Price increases at renewal are capped at the percentage change in the Consumer Price Index Services category for the preceding twelve months.
Required insurance includes statutory workers' compensation, $100,000 employer's liability, $1,000,000 commercial general liability with $2,000,000 aggregate, and $1,000,000 automobile liability, with the Commonwealth named as additional insured. Site visits are available September 21–25, 2026, from 7:00 a.m. to 3:30 p.m. Questions are due September 28, 2026, at 4:00 p.m. All vendors must register in eVA and pay applicable transaction fees.
