About this opportunity
Jefferson County Purchasing Department is requesting sealed bids for a term contract to supply aviation fuel for Jack Brooks Regional Airport under IFB 26-055/CG, with bids due October 7, 2026 at 11:00 a.m. Central Time at 1149 Pearl Street, Beaumont, Texas. The county encourages participation from Disadvantaged Business Enterprises (DBE), Airport Concession Disadvantaged Business Enterprises (ACDBE), Minority/Women Business Enterprises (M/WBEs), HUBZone small businesses, and Veteran Heroes United in Business (VetHUB) firms, though these are encouragements rather than set-asides or mandatory participation goals.
The scope requires qualified vendors to supply aviation fuel on an as-needed basis and deliver to the airport during normal business hours, Monday through Friday, 8:00 a.m. to 4:00 p.m. Central Time, with all delivery and freight charges included in the bid price.
Bids must include proof of System for Award Management (SAM) registration, a certificate of insurance, debarment/suspension certification, and Byrd Anti-Lobbying certification for bids exceeding $100,000. Build America, Buy America Act (BABAA) certification is required. The contract is subject to federally mandated provisions applicable to FAA-funded projects, including Title VI Civil Rights Act compliance, Davis-Bacon wage requirements for construction contracts exceeding $2,000, Copeland Anti-Kickback Act provisions, Contract Work Hours and Safety Standards Act requirements, and Clean Air Act and Federal Water Pollution Control Act standards for contracts exceeding $150,000.
Jefferson County is exempt from federal excise and state sales taxes; bid prices must be submitted net and exclusive of these taxes. Payment terms are net thirty days upon receipt and acceptance of invoiced merchandise. Successful bidders must pay subcontractors within ten days of receiving county payment. The contract will be awarded to the most responsible and responsive bidder offering the best value. Bid opening occurs publicly immediately after the 11:00 a.m. deadline. Contact Cindy Greene, Contract Specialist, at 409-835-8593 or Cynthia.greene@jeffersoncountytx.gov for inquiries.
