About this opportunity

The Los Angeles County Development Authority (LACDA) is soliciting sealed bids through Invitation for Bids (IFB) No. LACDA26-050 for temporary personnel services, with bids due on May 26, 2026. The procurement requires bidders to furnish all labor, materials, and equipment necessary to perform temporary personnel services in accordance with the provided Statement of Work (SOW) and contract documents. Interested bidders are encouraged to download the complete IFB package from LACDA's Procurement System website at www.opengov.com and may attend an optional pre-bid conference call via Microsoft Teams on May 12, 2026, at 10:00 a.m. to clarify requirements and ask questions. All responsive bidders must commit to achieving established HUD Section 3 employment benchmarks for Section 3 workers and Targeted Section 3 workers, as this is designated as a HUD Section 3 Contract. Upon bid submission, bidders agree that if awarded the contract, they will execute LACDA's standard contract form, a sample of which is provided in the IFB package; LACDA reserves the right to reject any or all bids and may waive minor technical deficiencies at its sole discretion. The procurement is not a commitment of any kind, and LACDA is not liable for costs incurred in proposal preparation.

This procurement includes a HUD Section 3 set-aside requiring all bidders to demonstrate commitment to hiring Section 3 workers and Targeted Section 3 workers, establishing employment benchmarks that are mandatory for bid responsiveness and contract award eligibility. The solicitation is subject to compliance with federal civil rights laws, including the Civil Rights Act of 1964, the Americans with Disabilities Act of 1990, and the Age Discrimination Act of 1975. No incumbent vendors, current contractor information, or existing technology integration requirements were specified in the posted notice. The IFB package does not explicitly identify a contract award value or budget range in the available documentation, though this information may be contained within the full IFB package available for download on LACDA's Procurement System website.
