About this opportunity

Sacramento County is seeking to procure temporary outdoor shelters through a Request for Proposal (RFP #2022-RFP-0100) targeting manufacturers and contractors specializing in temporary sleeping units for Safe Stay Communities. The county intends to purchase approximately 200-400 shelters over up to 5 years, with individual community sites ranging from 40 to 100 units within unincorporated Sacramento County. Proposers must provide shelter units in single occupancy (64 sq. ft.) and dual occupancy (103 sq. ft.) configurations, featuring specific requirements such as locking doors, emergency egress, screened windows, bed frames, storage, electrical outlets, heating and cooling sources, and accessibility accommodations. The evaluation process will assess technical specifications, storage and transport ease, pricing, vendor experience, references, and risk assessment, with a total possible score of 120 points. Key dates include a question submission deadline of January 4, 2023, and a response deadline of January 18, 2023 at 2:23 pm, with the county planning to award the contract on January 25, 2023.

The procurement opportunity does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The county emphasizes that no minimum order can be guaranteed and will follow an environmentally preferable purchasing policy. Pricing will be structured with an estimated purchase ratio of 75% single occupancy and 25% dual occupancy shelters. Potential respondents must complete a comprehensive Risk Assessment Questionnaire that evaluates financial stability, legal history, and operational integrity, including detailed documentation of financial references, project history, insurance coverage, and bonding capacity. Contractors must also comply with Byrd Anti-Lobbying Amendment Certification requirements, which prohibit using federal appropriated funds to influence government officials and mandate disclosure of lobbying activities. While specific budget ranges are not definitively stated, the scale of 200-400 shelters suggests a potentially significant contract value, with individual shelter costs likely varying based on specified technical requirements and configuration.
