About this opportunity
Temple University is seeking qualified contractors to bid on the General Construction Package for the Temple University Condensate and Steam System Replacement/Renewal project located at the Health Sciences Center Campus in Philadelphia, Pennsylvania. The procurement is a multi-prime contract delivery structure involving multiple trades, specifically General Construction, Mechanical-HVAC, Electrical, and Plumbing and Fire Protection. The project scope includes comprehensive replacement of existing underground steam, steam condensate, and pumped condensate piping systems, with work to be completed in six phases (Phases 2 through 7), with bidders required to price out only Phases 2 and 3 starting in 2026 and 2027. Key deliverables include excavation, demolition, piping replacement, system reconnections, site restoration, and manhole reconstruction, with a critical objective of minimizing steam system outages through temporary bypasses and strategic valving. The bid is scheduled for release on August 21, 2025, with proposals due by September 24, 2025, and all bidding will be processed through Temple's TUebid online solicitation management system. Interested contractors must register in the TUebid system at least 5 days prior to bid submission and contact Naomi Greenberg at projects@temple.edu to indicate participation interest.
The project is subject to a Delegation Agreement involving Temple University, the Pennsylvania Department of General Services, and the Governor's Office of the Budget. No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. Contractors must be legally established entities at the time of bid submission, with no contingent or future-event-dependent organizational structures permitted. All bidders must be registered in the TUebid system and provide comprehensive services including labor, materials, supervision, tools, supplies, equipment, insurance, and applicable taxes as specified in the contract documents. While no specific budget range was provided, the multi-phase nature of the project and the extensive infrastructure replacement suggest a significant capital investment. The project emphasizes technical capability, with requirements for minimizing operational disruptions and executing a complex phased renovation of critical campus infrastructure systems.
