About this opportunity
The Florida Fish and Wildlife Conservation Commission is requesting competitive bids for site preparation and restoration work at Telogia Creek Wildlife Management Area in Liberty County, with sealed bids due October 19, 2026, at 3:00 PM ET and a mandatory pre-bid conference and site visit on October 2, 2026, at 10:00 AM ET.
Bidders must submit separate cost-per-acre pricing for two distinct project types: Project 1 (clearcuts in pine plantations) and Project 2 (planted sand pine stands). Work includes stumping, raking, piling, and burning across multiple locations within the WMA. The lowest combined bid price determines the award. All quoted prices must be inclusive of equipment, labor, supplies, materials, and fuel; no federal or state sales taxes are included.
Responsive bidders must attend the mandatory pre-bid conference, submit the Bidder Acknowledgment Form, provide three references for similar projects, and furnish proof of Florida Forest Service Certified Pile Burner certification and required insurance coverage (Workers' Compensation for employees exceeding four, automobile, and public liability and property damage). Vendors must be registered in MyFloridaMarketPlace (MFMP) and SunBiz prior to bid opening and are responsible for all permitting and compliance with federal, state, and local guidelines.
The initial contract term is one year from Purchase Order issuance, with FWC holding options to renew on a yearly basis for up to two additional years under the same terms. Bidders must provide pricing for the initial year and both renewal years on the price sheet provided. Work must be completed and invoiced by June 15, 2027. Payment is made upon submission of properly certified invoices showing acres treated and verified by the FWC Project Manager. Liquidated damages of $100 per calendar day apply for failure to meet the completion deadline, with exceptions only for circumstances beyond the contractor's control.
Written questions are due October 7, 2026, at 5:00 PM ET. Anticipated award date is October 21, 2026.
