About this opportunity

This Request for Bid (RFB 758 2500000585) is a re-solicitation issued by the Commonwealth of Kentucky Finance and Administration Cabinet on behalf of the Energy and Environment Cabinet for the procurement of Teledyne Advanced Pollution Instrumentation (API) equipment to support the Division for Air Quality in Elliott County. The solicitation seeks four Teledyne API T640 PM 2.5 Ambient Particulate Monitors, two Teledyne API Model T100 UV Fluorescence SO2 Analyzers, two Teledyne API Model T200 NOX Analyzers, and one Teledyne API Model T750U Portable Dynamic Dilution Calibrator, with all equipment to be delivered to 300 Sower Boulevard, 2nd Floor, Frankfort, Kentucky 40601. Each monitor must be US EPA-approved for Particulate Matter 2.5 Equivalent method devices utilizing broadband spectroscopy white light scattering technology and must be capable of measuring PM10, PM2.5, and PM10-2.5 simultaneously with one-minute and one-hour PM2.5 mass concentration readings, operating at 120 VAC 60Hz with Ethernet ports, internal pumps, sample flow controllers, temperature probes, USB ports, and comprehensive operations and service manuals. All equipment must include a minimum warranty period of twenty-four months, and vendors must provide their best delivery time in working days. Written questions from vendors were due by 12:00 p.m. ET on April 3, 2025 (no questions were received), with bids due electronically through the Commonwealth eProcurement system by April 16, 2025, at 1:30 p.m. ET, and all proposed pricing must remain valid for a minimum of sixty calendar days after the bid due date. Prior to award, successful bidders must submit Revenue Form 10A100 (Kentucky Tax Registration), Certificate of Authority if applicable, notarized affidavits addressing campaign finance compliance and resident bidder status, EEO compliance documentation if applicable, and insurance requirements if applicable.

The Commonwealth has not designated any set-asides or restrictions limiting response to specific enterprise categories, though bidders must be authorized to transact business in Kentucky and demonstrate maintenance of corporate income tax filings, unemployment insurance fund payments, and workers' compensation coverage for one year prior to the advertisement date. All vendors must be registered in the Kentucky Vendor Self Service system prior to bid submission, with registrations requiring 24-48 hours for completion; registrations completed on the bid closing date must be finalized by the vendor in the VSS portal as same-day activations cannot be processed. The solicitation document does not identify any incumbent vendors or current contractors for this equipment category, nor does it specify an overall award value or budget range; however, bidders must complete Attachment B-Bid Sheet with unit prices for each line item and submit all bids as a group with all line items required for a responsive bid. No incumbent information or existing technology integration requirements are listed in the procurement documents. Vendors must acknowledge reading and understanding all terms and conditions outlined in Attachment A and Addendum One by signing the solicitation document, and failure to comply with solicitation provisions may render bids ineligible and result in vendor disqualification from further participation.
