About this opportunity

The State of Maine Division of Purchases is requesting bids on telecommunications supplies with bids due January 12, 2011. Awards will be made to the lowest responsible bidder offering best value, with evaluation considering service quality, material conformity, delivery dates, and cost.

Bidders must submit separate unit prices for each line item using prescribed forms or electronic submission. Bids are directed to the Division of Purchases at 9 State House Station, Room 119, Augusta, Maine. The State reserves the right to reject any or all bids, waive formalities and technicalities, increase or decrease quantities by up to 10%, and accept items individually or in groups.

Pricing must exclude Maine State Sales and Use Taxes and Federal Taxes on non-resale items. Bidders may specify cash discount terms, though discounts under 20 days will not be considered in award determinations; terms of "less than 25 net" are not acceptable unless in the State's best interest. All transportation charges, including freight and express delivery costs, shall be prepaid by the contractor unless otherwise specified. Contractors must state delivery time definitively and ensure all deliveries comply with applicable Federal, State, and local laws and regulations.

Contractors must furnish items exactly as specified on the Purchase Order; deviation is grounds for rejection. In case of contractor default, the State reserves the right to procure materials from alternative sources and charge excess costs to the contractor, except in instances of strikes, fires, acts of God, or causes beyond reasonable control.
