About this opportunity
The California Department of Fish and Wildlife (CDFW), in conjunction with the Department of General Services, is requesting proposals for an Excess Vegetation Permit for the Antelope Allotment at Tehama Wildlife Area under Fish and Game Code Section 1010, with proposals due October 1, 2026.
The permit authorizes the awardee to remove excess vegetation through livestock grazing on a designated acreage within the Antelope Allotment. The awardee must develop and execute an Operations Plan specifying authorized vegetation-removal activities, grazing practices, livestock numbers, and duration of use, and must comply with all state environmental regulations and wildlife protection standards applicable to the wildlife area. Grazing must balance vegetation-control objectives with habitat preservation and wildlife protection.
The permit term is customizable but cannot exceed five years total, including extensions. The awardee may extend the term by providing written notice 180 to 365 days before the extended term commences, subject to state approval and updated fee calculations. The state reserves the right to relocate the premises, adjust acreage or livestock numbers with ten days' notice, and terminate the permit with ninety days' notice.
The permit fee is calculated based on fair market value of use, measured either by acreage per month or year, or by Animal Unit Months (AUM); the specific calculation method and amount are determined in the solicitation documents. The awardee is responsible for all associated costs including utilities, water, maintenance, repairs, and insurance.
Commercial General Liability insurance of $1 million per occurrence and $3 million aggregate, Automobile Liability coverage of $1 million combined single limit per accident, and Workers' Compensation coverage of $1 million per accident are mandatory. All insurers must be rated at least A-/FSC Class VII by A.M. Best Company. The state must be named as an additional insured on all liability policies. Awardees with no employees may submit a signed Workers' Compensation Insurance Waiver Letter in lieu of workers' compensation coverage.
