The awardee must provide technology design, integration, testing, activation, and post-implementation support throughout design, construction, and operational phases. Respondents must be established firms with adequate financial resources, satisfactory past performance records, necessary personnel and management capability, and current business licenses in Texas. A customer reference list of at least three organizations served within the past five years with similar services is required.
A VetHUB Subcontracting Plan is required, indicating that subcontracting opportunities are probable and good faith efforts must be made to utilize VetHUB-certified vendors.
Evaluation is weighted as follows: Respondent's Experience and Approach to Forward Looking Strategies and Designs (25%), Project Team's Ability to Provide Relevant Services (20%), Respondent's Performance on Past Representative Projects (15%), Respondent's Ability to Identify and Resolve Problems (10%), Respondent's Approach to Vendor Assessment and Market Analysis (10%), Management Procedures and Methods (10%), and Statement of Qualifications and Availability (10%).
The virtual pre-submittal conference is scheduled for February 13, 2026 at 9:00 AM, with questions due February 16, 2026. Evaluation committee scoring is anticipated by March 10, 2026, followed by shortlisted firm interviews from March 24–26, 2026 and contract negotiations beginning April 1, 2026. The contract term is anticipated to be two years with options to renew for two additional one-year terms and month-to-month extensions not to exceed three months. Final legal review and award is expected by April 20, 2026. Respondents must submit proposals through the University's Bonfire Hub portal with required documents including a cover letter, statement of qualifications, project team ability assessment, performance history, management procedures, vendor assessment approach, and comprehensive company information.
