About this opportunity

The Virginia Department of the Treasury is issuing a Request for Information on Commercial Off-the-Shelf technology solutions for investment management, cash management, and Local Government Investment Pool (LGIP) administration, with responses due August 14, 2026. This RFI is intended solely to gather market information and does not constitute a commitment to procure.

Treasury currently manages approximately $43.1 billion in assets across multiple portfolios: a General Account ($28.755 billion), LGIP ($13.822 billion), LGIP Extended Maturity ($134.2 million), Tobacco Indemnification and Community Revitalization Endowment ($303.2 million), and smaller portfolios. The agency seeks to evaluate commercially available solutions that can improve automation, operational efficiency, security, reporting, workflow, auditability, and integration while reducing reliance on an internally developed Financial Management System.

Vendors must address cash management capabilities, LGIP participant administration, investment and order management functionality, company background, product overview, functional capabilities, technology architecture, security controls, integration capabilities, controls and governance, artificial intelligence and analytics, implementation approach, and planning-level cost estimates. Treasury specifically requires integration with existing service providers: State Street, Bank of America, JPMorgan Chase, Truist, Wells Fargo, and Northeast Retirement Services.

Respondents should provide planning-level estimates for software licensing, implementation services, data migration, training, maintenance, hosting, and professional services; however, no formal pricing proposals are required and pricing information is for planning purposes only and shall not be considered binding. All information provided is subject to Virginia's Freedom of Information Act disclosure requirements unless protected under trade secret or proprietary information exemptions. Procedural inquiries should be directed to Vernita Boone, Procurement Officer, at Vernita.Boone@trs.virginia.gov or 804-845-6439. Responses are submitted via the Commonwealth's e-Procurement portal (eVA) by 10:00 a.m. August 14, 2026.
