About this opportunity
The City of Edgewater in Volusia County, Florida, is soliciting bids for Invitation to Bid (ITB 23-FD-05) to procure 33 sets of comprehensive technical and wildland firefighting gear for its entire fire department. The procurement includes a complete set of personal protective equipment such as hoods, goggles, coats, pants, boots, gloves, and helmets, with specific requirements for NFPA and ANSI compliance. All gear must meet detailed specifications, including tan Nomex coats with specific lettering requirements like "EFR" on the right sleeve and "Edgewater" on the back. The bid was released on December 6, 2022, with questions due by December 19, 2022, and final bids required electronically through the City's OpenGov e-Procurement Portal by January 12, 2023, at 10:00 am. Bids will be evaluated based on the lowest, compliant, and qualified submission, with preference given to businesses maintaining drug-free workplace programs. The contract is expected to be awarded on February 6, 2023, and will remain valid through September 30, 2024, which aligns with the project's grant cycle.
The procurement is funded through a State of Florida Department of Financial Services grant, specifically the Firefighter Cancer Decontamination Equipment Grant Program, which provides up to $24,195.00 for the City of Edgewater. Bidders must be eligible to do business in Florida and provide documentation including insurance certificates, W-9 forms, and vendor questionnaires. The city requires vendors to include all associated charges for on-site measuring across the department's three shifts, product costs, services, packing, delivery, and warranty. Vendors must specify delivery timelines as the number of calendar days between order receipt and goods delivery. The total project budget is estimated at $38,700, with the city requiring a minimum 25% non-state funding match. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documentation. The procurement is part of a broader initiative to help fire departments mitigate exposure to hazardous, cancer-causing chemicals by providing modern, compliant protective equipment.
