About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis District, is conducting a Single Feasible Source (SFS) procurement for technical support and training services related to the Adaptive Signal Control Software (ACDSS) system. The solicitation is uniquely targeted at KLD Engineering, P.C., the original developer of the ACDSS software, to provide specialized technical support and expertise for the West County segment of Lindbergh Boulevard. The primary objectives include maximizing the state's investment in the adaptive traffic signal system through continued technical support, engineering staff training, and technical corrections. The solicitation requires vendors to be registered in the MissouriBUYS procurement system to access full details, with a specific response period from July 21, 2017, at 4:45:00 PM CDT to July 28, 2017, at 11:00:00 AM CDT. The required qualifications are inherently met by KLD Engineering, P.C., as they are the sole developer of the proprietary ACDSS software and possess the unique expertise to perform the necessary technical support and training services.

This procurement is not subject to specific set-aside designations or enterprise restrictions, as it is a single feasible source contract justified under Missouri Code of State Regulation 7 CSR 10-11.020. The solicitation is based on the proprietary nature of the ACDSS software and the unique capabilities of KLD Engineering, P.C. as the original software developer. The existing infrastructure involves the adaptive signal control system installed on the West County segment of Lindbergh Boulevard, which requires continued technical support and staff training to optimize its functionality. The estimated contract value is $20,375.00, with payment terms of Net 30 Days and delivery terms of Free On Board Destination. No competitive bids will be accepted, as MoDOT has determined that KLD Engineering, P.C. is the only vendor capable of adequately performing the required technical support and training services for this specific adaptive signal control software system.
