About this opportunity
The County of Louisa, on behalf of the Louisa County Water Authority, is soliciting proposals for technical consulting, Discharge Monitoring Report preparation, maintenance services, and quality assurance/quality control inspections at wastewater treatment facilities, with proposals due August 11, 2026 at 3:30 p.m. local time. Questions were due July 23, 2026, with clarifications issued July 30, 2026.
The primary contractor must demonstrate a minimum of ten years of experience in wastewater treatment operations. The scope spans technical support for operational and compliance issues; DMR and regulatory reporting preparation and filing with the Virginia Department of Environmental Quality; QA/QC inspections for advanced wastewater treatment facilities; and advanced operations and maintenance services with emergency response capability within two hours. Subcontracting of certain services is permitted. The County reserves the right to award to more than one vendor.
Offerors must submit separate rate structures for each service category: hourly rates or monthly retainers for technical support, fixed prices per DMR for regulatory reporting, fixed prices per inspection for QA/QC services, and hourly or monthly rates for operations and maintenance services. Proposals must include resumes and credentials for all assigned personnel, at least three client references with contact information, and proof of required licenses and insurance, including workers' compensation, commercial general liability, and comprehensive automobile liability with specified minimum coverage amounts.
Evaluation uses three criteria: prices and rates (35 points), experience of the offeror and assigned personnel (45 points), and reference feedback (20 points). The County is not obligated to accept the lowest cost proposal.
The contract period runs from October 13, 2026, through October 12, 2027, with two optional one-year renewal terms available upon mutual agreement. All standard terms, conditions, indemnification provisions, and dispute resolution procedures of the Louisa County Water Authority apply without modification.
