The scope comprises one comprehensive training document, one recorded training session, one live virtual training, and structured follow-up and ongoing support protocols focused on establishing streamlined referral pathways for mental health and substance use treatment in rural environments. The State reserves the right to negotiate final contracted amounts and deliverables. The contract term does not exceed two years, with mutual approval permitting extensions. Work is expected to begin March 2027, with a tentative award date in January 2027. Payment is made upon completion and acceptance of individual deliverables based on a schedule to be determined by the proposer and the State, contingent on meeting stated deadlines and receiving Agency written acceptance.
Evaluation criteria total 1,200 points across proposer background and experience (200 points), project work plan (400 points), and cost analysis (50 points). Written questions are due October 15, 2026 at 2:00 p.m. Mountain Time through Public Purchase, with responses returned by October 22, 2026.
