About this opportunity
The Commonwealth of Massachusetts, through the Department of Youth Services (DYS), is seeking bids for a five-year contract to provide various teaching, training, and administrative materials and services. This Small Procurement opportunity covers five distinct categories: plastic ID cards, first aid/CPR/AED course materials and completion cards, individual learning style assessment services, ropes course parts and accessories, and team building educational materials. The contract term is for an initial three years with two one-year renewal options. DYS is targeting this solicitation to verified small businesses participating in the Commonwealth's Small Business Purchasing Program (SBPP), with a maximum 20% subcontracting allowance unless with another SBPP participant. Bids will be evaluated based on the bidder's relevant experience, qualifications, references, pricing, and ability to reliably provide the required goods and services. The total estimated contract value, including all renewal options, is $125,000. Bids are due by June 24, 2019, and the estimated contract start date is July 1, 2019.
The procurement is being managed through the Commonwealth's COMMBUYS market center, and all bidders must register and maintain an active COMMBUYS seller account. The contract will require participation in the Commonwealth's Electronic Funds Transfer (EFT) and Prompt Payment Discount (PPD) programs, as well as adherence to Supplier Diversity Program (SDP) requirements for minority, women, and veteran-owned businesses. No incumbent vendors or contractors are specified in the available information.
