About this opportunity

The Texas Division of Emergency Management (TDEM) is soliciting proposals for full-service operations, maintenance, and management of a wastewater treatment facility located at 4125 FM 973, Austin, Texas, with proposals due August 19, 2026, at 2:00 PM Central Time. A mandatory pre-proposal meeting and site tour is scheduled for July 28, 2026, from 10:00 AM to 12:00 PM. TDEM has established a VetHUB subcontracting goal of 1% and all respondents must submit a completed subcontracting plan regardless of self-performance or subcontracting intent.

The facility is a 36,000-gallons-per-day advanced treatment plant featuring influent screening, biological nutrient removal secondary treatment, membrane bioreactor secondary treatment, and ultraviolet disinfection. Initial operations are anticipated at approximately 10,000–18,000 gallons per day. The contractor must maintain minimum staffing of one person providing seven-day-per-week, 24-hour-per-day coverage with response to callouts within 45 minutes, furnish and maintain at least two light-duty service trucks, and provide comprehensive employee benefits and incentive programs. The contractor is responsible for all regulatory compliance including TLAP permit reporting, biosolids management and disposal, and monthly and annual operations reporting, and will be liable for any fines or civil penalties resulting from negligent operations.

Comprehensive insurance coverage is mandatory: workers' compensation with statutory benefits, automobile liability of $1 million combined single limit, commercial general liability of $1 million per occurrence and $2 million aggregate, and excess or umbrella liability totaling $5 million.

The contract term runs from award through August 31, 2027, with options for TDEM to renew for three additional one-year periods provided all terms remain unchanged and both parties mutually agree. Evaluation allocates 23 points for firm experience, 23 points for key personnel experience, 15 points for reference checks, 15 points for price, 8 points for project approach and schedule, 8 points for local business presence within 10 miles of the facility, and 8 points for response completeness. Proposals must be submitted through the AggieBid portal with firm, fixed pricing, technical proposals, qualifications, references, insurance certificates, a VetHUB subcontracting plan, and a non-collusion affidavit.
