About this opportunity

The Texas Division of Emergency Management (TDEM), a component of The Texas A&M University System, is requesting proposals for WebEOC Expert Developer Services under RFP-1549 with proposals due September 7, 2026 at 4:30 PM Central Time and questions due August 27, 2026 at 4:00 PM CT. This procurement triggers a mandatory Veteran Heroes United in Business (VetHUB) Subcontracting Plan with a 1% participation goal; all responding vendors must either self-perform the entire contract or demonstrate good faith effort by notifying at least two certified VetHUB subcontractors of each opportunity, allowing a minimum of seven business days for responses, and maintaining documentation of all communications. Failure to comply with the subcontracting plan or making unauthorized modifications may result in debarment from future state contracting.

TDEM seeks up to 4,160 annual hours of expert capacity for Juvare WebEOC Nexus development, configuration, integration, testing, documentation, and knowledge transfer across platform development and workflow configuration (840 hours), API development and systems integration (840 hours), GIS integration and mapping (680 hours), SSO and PIV-I access federation (560 hours), reporting and dashboards (440 hours), testing and QA (360 hours), and discovery and documentation (440 hours). Work will be performed under a hybrid model with remote work acceptable for most tasks and on-site support required for discovery, user acceptance testing, go-live events, and State Operations Center milestones at TDEM headquarters or designated locations. The contractor must integrate with ArcGIS, Okta/Juvare Login Services, Snowflake/Constellation, Everbridge, TAK, and personnel and resource systems, subject to TDEM approval and sequencing. All work products including configuration, code, workflows, documentation, and as-builts must be delivered in editable form and become TDEM property.

Pricing must be submitted as firm, fixed fully loaded hourly rates by labor category or as a blended rate. The contract value is expected to exceed $100,000 over the life of the agreement. The initial term runs from award through August 31, 2027, with options to renew for four additional one-year periods under mutually agreed terms; TDEM may extend any contract for up to 90 days at the end of each term, with total extensions not exceeding six months. Monthly invoicing will be submitted in arrears for actual hours worked and approved services, with no automatic cost-of-living adjustments included.

Award will be made to a single proposer based on technical approach and understanding (30%), key personnel experience (25%), delivery and governance model (15%), past performance and references (15%), and cost and total value (15%). The contractor must maintain minimum insurance coverage including workers' compensation, commercial general liability ($1,000,000 per occurrence, $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), cyber liability ($2,000,000), technology errors and omissions ($2,000,000), and professional liability ($2,000,000 per occurrence, $4,000,000 aggregate), and comply with TDEM, Texas A&M University System, Department of Information Resources, and TX-RAMP cybersecurity and records requirements.
