About this opportunity
The Texas Department of Criminal Justice is requesting bids to establish purchase orders for two separate HVAC projects: procurement of HVAC parts and accessories for the Wainwright Unit in Lovelady, Texas, and replacement of boilers at the San Saba Unit, with bids due October 9, 2026.
For the Wainwright Unit, the scope covers HVAC parts and accessories (equipment only). A Scope of Work document (R7189068 - IW265261) is attached but rendered corrupted and largely illegible; bidders must request a clean version from TDCJ to obtain accurate specification details, quantities, and submission requirements.
For the San Saba Unit, the scope involves demolition of existing water heaters and installation of two 1000 KBTU condensing hot water boilers with associated pumps and system components in Building A (MWR #06523005). The vendor must perform all gas, water, and electrical connections; pipe insulation; system testing; startup; and water-temperature calibration (140–145 degrees Fahrenheit boiler outlet, 105 degrees Fahrenheit delivery to dormitories). Pre-installation work includes copper-pipe grounding inspection, water-scale assessment, pH testing, thermostatic mixing-valve verification, and flushing of the storage tank and all piping. All materials must be lead-free and asbestos-free and must comply with the National Electrical Code, NFPA standards, and Texas Architectural Barriers Act. The vendor bears responsibility for shipping, permits, and freight. Hydrostatic testing with specified maximum leakage standards is required before concealment. The vendor must submit product data, equipment specifications, delivery schedules, installer-qualification documentation, training for TDCJ personnel, as-built drawings, manufacturer manuals, warranty documentation, and spare parts (10 percent of installed quantities) upon completion. Work must coordinate with ongoing facility operations and cannot commence until a new water-system softener is operational. TDCJ personnel will install a new awning structure over the outside boilers using angle iron, square tubing, anchor plates, and roofing screws.
