About this opportunity

The Georgia State Financing and Investment Commission, on behalf of the Technical College System of Georgia, is requesting qualifications for Design Professional Services for the Ogeechee Technical College Automotive/EV Renovation and Expansion project in Statesboro, Georgia, with Statements of Qualifications due October 2, 2026 at 2:00 PM. This is a two-step selection process with finalist interviews on October 22, 2026.

The scope encompasses design services for renovation of approximately 7,589 square feet of existing automotive lab space and addition of approximately 11,985 square feet of new space to support hybrid and electric vehicle repair training. Design services are anticipated to commence in November 2026, with construction documents completed by the third quarter of 2027 and occupancy by November 2028. The project delivery method is Construction Manager-at-Risk (CM/GC), and the preliminary stated cost limitation for construction is $10.92 million. Design professionals must incorporate sustainable design concepts consistent with Georgia's Energy Efficiency and Sustainable Construction Act of 2008 and utilize the Owner's Project Management Program, E-Builder, for contract administration.

Minimum qualifications include registration to do business in Georgia with the Secretary of State and absence of debarment, suspension, or termination for cause or default on public works contracts. Statements of Qualifications must not exceed 50 pages (excluding licenses and required forms) and must be submitted electronically in PDF format to the GSFIC Egnyte FTP site. The selection committee will evaluate firms on 25 percent stability (corporate history, financials, litigation history), 45 percent project experience and team qualifications (demonstrated ability on comparable projects and service quality), and 30 percent approach and suitability (fit to project type, contract administration plan, design timeline, and office proximity to Statesboro). A mandatory pre-proposal site visit is scheduled for October 13, 2026 at 10:00 AM. Written questions are due October 16, 2026 at 2:00 PM. The final contract will be the GSFIC Design Professional Contract Agreement, which firms must execute without modification.
