About this opportunity
The Georgia State Financing and Investment Commission, as owner on behalf of the Technical College System of Georgia, is seeking construction management at-risk services for the Advanced Manufacturing & Engineering Technology Building at Augusta Technical College in Grovetown, Georgia, with statements of qualifications due October 20, 2026.
This is a two-step procurement. Step I requires submission of qualifications by October 20, with finalist firms announced October 26. Step II mandates a pre-proposal site visit on November 2, followed by fee proposal submissions due November 11 and finalist interviews on November 12. The design professional is expected to complete construction documents by September 2027, with an estimated construction duration of 15 months.
The preliminary Stated Cost Limitation for the project is $24.5 million, subject to revision based on final programmatic and funding requirements. The scope is construction management oversight for approximately 40,000 gross square feet housing advanced manufacturing and engineering programs including laboratories for architectural and engineering drafting, automation, chemical engineering, electrical and computer engineering, electromechanical systems, instrumentation and control engineering, mechanical engineering, and nuclear engineering technology, along with classrooms, faculty offices, student support spaces, and administrative areas.
Qualifying firms must hold a current Georgia General Contractor's License, maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million general aggregate, carry commercial umbrella liability coverage of at least $5 million, demonstrate a current ratio of 1.0 or higher, maintain an Experience Modification Rating of 1.2 or less for workers' compensation, and possess sufficient bonding capacity. Evaluation is weighted at 25 percent for firm stability, 45 percent for experience and qualifications, and 30 percent for suitability; fee proposals are scored proportionately against the lowest bid. The contract uses the GSFIC Construction Management Agreement, which must be accepted without modification, and requires use of the Owner's E-Builder project management system. Georgia Peach certification is required with commissioning. The Owner encourages participation from MBE, WBE, and SBE firms.
