About this opportunity
The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Technical College Systems of Georgia (TCSG), is issuing a Request for Qualifications (RFQ) for building commissioning services for the Athens Technical College – Walton County Campus Renovation, Phase I/II project located in Monroe, Georgia. The procurement is a one-step selection process based on qualifications, with the project utilizing a construction manager at-risk (CM/GC) delivery method and an estimated preliminary Stated Cost Limitation of $11,750,000. The commissioning services will support major renovations to a former 1956 high school campus, including HVAC system renovation, doors and windows replacement, restroom and interior finish upgrades, ADA accessibility improvements, conversion of a fieldhouse into a 6,930 square-foot welding laboratory, electrical system additions, fire safety system retrofits, hazmat abatement, parking lot repairs, and stormwater management. The commissioning agent's deliverables include Phase One services focused on developing the Owner's Project Requirements and reviewing the Design Professional's Basis of Design, followed by Phase Two services encompassing design and construction phase commissioning activities, with services commencing immediately upon contract execution. Required qualifications include current Commercial General Liability Insurance of at least $1,000,000 per occurrence and professional liability coverage of at least $1,000,000 per occurrence, along with verification that the firm is not debarred, suspended, or in default on any public works contracts. Evaluation criteria are weighted at 25 percent for firm stability, 45 percent for experience and qualifications, and 30 percent for suitability to the project. The RFQ submission deadline is August 5, 2025 at 2:00 PM, with written questions due by August 1, 2025 at 2:00 PM; applicants must submit one electronic PDF file not exceeding 50 pages through the GSFIC Egnyte FTP site, along with completed Exhibits A (Certification Form), B (Contractor Affidavit under O.C.G.A. 13-10-91(b)(1)), and C (Disclosure Statement).
The procurement does not specify set-aside designations for disadvantaged enterprises or restrictions limiting responding organizations. The project requires Georgia Peach certification and incorporation of requirements under the Energy Efficiency & Sustainable Construction Act of 2008. The commissioning agent must utilize the Owner's Project Management Program (e-Builder) for contract administration and will be required to enter into contract negotiations using the GSFIC Building Commissioning Services Agreement upon selection. According to attached evaluation documentation, Farnsworth has been identified as the highest-ranked firm for design professional services associated with this project; however, the RFQ is specifically for commissioning services and does not restrict competition to previously selected design professionals. No specific contract award value is detailed in the RFQ documentation beyond the preliminary Stated Cost Limitation of $11,750,000 for the overall project renovation.
