About this opportunity
The Tioga County Property Development Corporation (TCPDC) is requesting proposals for lawn maintenance services across Tioga County, New York, with proposals due October 16, 2026. TCPDC operates as a New York State Land Bank and is an Affirmative Action/Equal Opportunity Employer that encourages Section 3 residents, minority-owned businesses, women-owned businesses, small businesses, and service-disabled veteran businesses to submit proposals.
The scope covers routine lawn maintenance—mowing and trimming every three weeks unless otherwise directed by the Land Bank Director—across 35 properties, primarily in the Villages of Owego and Waverly. The property portfolio comprises 31 vacant lots and 4 structures. Services include removal of fallen limbs and branches, debris cleanup from hard surfaces, and weed control in sidewalk cracks and curbs. Contractors may bid on the entire contract or portions of the property inventory. Pricing must be submitted as unit prices for routine mowing of vacant lots, unit prices for routine mowing of lots with structures, and hourly rates for non-routine work; all routine mowing prices include removal of up to one cubic yard of debris per lot at each service. The mowing season start date is determined by vegetation growth at the Land Bank Director's discretion. If a property is sold, the Land Bank Director will notify the contractor in writing when to cease maintenance.
Evaluation criteria equally weight five factors at 20 points each: proposer capacity and capability, professional qualifications, experience, past performance record, and ability to rapidly mobilize. Contractors must carry commercial general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($1,000,000), worker's compensation, and professional liability ($1,000,000). Proposals must include two professional references and a non-collusive bidding certification. The contract term is one year for the 2027 mowing season with an optional one-year renewal for 2027. Questions are due October 6, 2026.
