About this opportunity

The City of Tampa's Convention & Tourism Department is soliciting bids for comprehensive water treatment services for the Tampa Convention Center's central chilled water and cooling tower systems under ITB 26-P-00432, with bids due July 28, 2026 at 3:00 p.m. through the OpenGov eProcurement Portal. A Small Local Business Enterprise (SLBE) bid discount of 5%, up to a maximum of $10,000, applies for evaluation purposes only to certified SLBE bidders; SLBE certification must be held prior to bid opening and certificates must accompany the bid. Attendance at a mandatory pre-bid meeting and site inspection on July 14, 2026 at 11:00 a.m. at the Tampa Convention Center (333 South Franklin Street, Tampa, Florida) is mandatory — bidders who do not attend are ineligible to bid.

The scope encompasses a modern, data-driven water treatment program designed to optimize system performance, improve corrosion and biological control, enhance operational reliability during critical events, and reduce water and chemical consumption. The awardee must provide chemical feed equipment, monitoring technologies, and responsive service. Delivery is required within 15 working days after receipt of order; backorders must be filled within 15 working days of the original backorder date.

The contract term is two years from the effective date of award, with an option for three additional one-year renewal periods by mutual written agreement and the City's unilateral right to extend for up to three additional 30-day periods. All bid pricing must be firm, include shipping costs (F.O.B. Tampa, Florida), and include all taxes. The City reserves the right to award by division or in aggregate, in whole or in part, to the lowest responsive, responsible bidder.

Bidders must maintain Commercial General Liability Insurance of at least $1 million per occurrence and $2 million general aggregate, Automobile Liability Insurance of at least $1 million, and Workers' Compensation as required by Florida law. All insurers must be admitted in Florida and maintain an A.M. Best rating of no less than A-:VII, with the City named as an additional insured on all liability policies.
