About this opportunity
The St. Johns River Water Management District is seeking a professional engineering firm to provide comprehensive design, permitting, and construction management services for the Taylor Creek Reservoir (TCR) Improvements Project through Request for Qualifications (RFQ) 40560. The procurement targets an engineering consultant who will serve as the engineer of record to complete the project's design after the District's initial design underwent a peer review. Key deliverables include detailed design documentation, required environmental and construction permits, and ongoing construction management services. Respondents must demonstrate substantial experience with high or intermediate hazard earthen dam projects, including specific qualifications in permitting and construction management. The solicitation includes a mandatory pre-submittal conference scheduled for December 5, 2024, with qualifications submittals due on January 8, 2025. The District will conduct oral presentations with selected respondents on February 12, 2025, and the Governing Board is set to review rankings and authorize negotiation commencement on March 11, 2025. Evaluation will focus on the firm's technical competence, relevant project experience, and demonstrated capabilities in similar infrastructure improvement projects.
The District explicitly encourages participation from women and minority-owned business enterprises, indicating a commitment to diversity in contractor selection. The contract will operate within Putnam County, Florida, and is structured to expire on September 30, 2030. The estimated budget for the agreement is $8,500,000, which includes a Supplemental Work Allowance, with the District reserving the right to adjust the estimate and modify project scope by increasing, decreasing, or deleting project components. Potential respondents must submit a completed Non-Disclosure Confidentiality Agreement when requesting additional project documentation. The procurement allows for flexibility in contract execution, with the District maintaining significant discretion in final contractor selection and project parameterization. Interested firms must carefully review all attachments, particularly Attachment A - Statement of Work, which contains critical project-specific details and requirements.

The objective of this solicitation is to engage the professional services of an engineering firm to provide the design, permitting, and construction management and/or related services for the Taylor Creek Reservoir (TCR) Improvements Project.
Information regarding the project can be found in Attachment A - Statement of Work included with this solicitation. These documents and drawings are available from the District upon request only. Respondent must complete and submit a Non-Disclosure Confidentiality Agreement (Attachment G) with their request. The request may be submitted in hard copy or via email to Kendall Matott.
Initially, the District undertook the design of the TCR Improvements Project. However, after a peer review of the District's design work and other considerations, the District elected to contract with an engineering consultant to design and assume engineer of record responsibilities to complete the TCR Improvements Project design. The District is securing a professional engineering firm under a separate prior solicitation (RFQ 40495) to act as the District's Representative/Advisor in assisting with evaluating the Qualification Submittals and negotiating and developing the final Statement of Work with the Successful Respondent for RFQ 40560. The District's Representative/Advisor may also provide the District with assistance throughout the design and/or construction phases of the TCR Improvements Project.
