About this opportunity

Greenville County is requesting bids to replace its aging Tax and Auditor software system, with bids due October 16, 2026. A preference for vendors currently serving other South Carolina counties applies.

The scope encompasses tax and auditor software capable of accommodating Greenville County's size, unique legislative requirements, and operational needs distinct from surrounding states. The software must support nine functional categories: general IT, auditor functions, tax collection operations, real property services, treasurer/finance integration, reporting, system integrations, technical and security standards, and training and support. Auditor functions include search capability by VIN, account number, name, address, plate number, map number, permit number, and SCDOR reference ID; bill creation within 60 seconds; and GIS integration. Tax collection requirements span point-of-sale cashiering, multiple payment methods, tax sale functionality, bankruptcy processing, real-time DMV interface, and payment reporting across 44 requirements. Real property services encompass 56 mandatory requirements for homestead processing, mobile home management, exemption handling, rollback file management, and value updates. The software must integrate with Munis financials, County GIS, County Valuation System, Assessor System, and DMV, with high-priority connections to receipt printers, posting companies, and newspaper publishers. Technical standards mandate role-based security, encryption in transit and at rest, detailed audit logs, disaster recovery, and SOC 2 or ISO 27001 certification. Support requirements include onsite administrator training, remote end-user training, 24/7 technical support with one-hour response time, dedicated support specialists, and defined Service Level Agreements. Strong, responsive support through phone, email, and ticketing systems is required throughout planning, implementation, and ongoing operations.

The contract framework provides for a term beginning upon Notice to Proceed, with up to four annual one-year renewals at the County's discretion requiring thirty days' advance notice. The County requires a substitute Form W-9, not the IRS Form W-9.
