About this opportunity

The Pennsylvania Department of Corrections is requesting proposals to lead a Tattoo Artist Apprenticeship program for incarcerated individuals at SCI Frackville, with proposals due October 21, 2026 at 2:30 p.m. EDT under RFP DOC-RFP06590. This is a new program initiative with no incumbent.

The scope includes designing and operating the apprenticeship program at SCI Frackville, located at 111 Altamount Boulevard, Frackville, Pennsylvania. The selected contractor must serve as the sole point of contact for all contractual matters and perform 100% of the total contract value directly.

The contract term is two years with options for three additional one-year renewal terms, contingent on the Commonwealth's written notice of intent to extend at least 90 days before expiration and the contractor's consent at least 60 days prior. Pricing at renewal may increase but cannot exceed 3% of the prior year. The Commonwealth may extend any single term for up to three additional months under the same terms and conditions.

Evaluation is weighted 80% on technical criteria (individual overview and experience, portfolio, video submission, and program development and design) and 20% on cost. Offerors must achieve a technical score of at least 75% of available technical points to be deemed responsible and eligible for selection. Domestic Workforce Utilization bonus points of up to 3% are available for proposals committing to perform direct labor exclusively within the United States or World Trade Organization Government Procurement Agreement countries. No Small Diverse Business or Veteran Business Enterprise participation goals apply, as the procurement falls below the $250,000 threshold or participation opportunities are deemed de minimis.

All proposals must be submitted electronically and are subject to public disclosure under Pennsylvania's Right-to-Know Law except for information properly designated confidential proprietary information or trade secrets. Contact Elizabeth Lenhart, Issuing Officer, at elenhart@pa.gov or +1 717-728-4040 with inquiries.
