About this opportunity

Georgia College and State University (a unit of the Board of Regents of the University System of Georgia) issued RFQ Solicitation No. 3242023 on March 24, 2023, seeking qualified MEP contractors for task order services, with statements of qualifications due April 26, 2023 — but the solicitation was cancelled on the same date due to administrative errors, and no new solicitation timeline has been announced.

The cancelled scope was indefinite-quantity task order contracting for mechanical, electrical, and plumbing (MEP) construction projects at the Milledgeville campus, with a combined maximum not to exceed $1.5 million over the contract term. GCSU intended to award up to ten separate task order contracts. Mechanical scope included HVAC equipment installation and repair; electrical scope included switchgear, wiring, motors, transformers, generators, lighting, distribution, low-voltage systems, audio/visual, access control, and fire protection alarm systems; plumbing scope included piping, pumps, boilers, steam equipment, fixtures, water fountains, gas distribution, and fire sprinkler systems.

Eligible firms were required to be Georgia-licensed MEP contractors with a minimum of five years in business under the same company name, a safety Experience Modification Rate below 1.2 over the past three years, and bonding capacity for contracts up to $1 million. General contractors were not eligible unless also licensed as MEP contractors. Contractors already active on similar task order contracts with Georgia College were excluded. The RFQ emphasized experience with university projects, occupied building renovations, state and regents project experience, and location within 100 miles of Milledgeville.

Pricing was to be submitted under sealed envelope at contractor interview, using either cost-plus-fee (GMP with open book) or lump sum basis selected by GCSU per project. Performance and payment bonds equal to 100% would have been required for task orders exceeding $100,000 or at GCSU's discretion for smaller amounts. Up to nine firms per MEP category would have been shortlisted for interviews and selection based on qualifications before fee negotiations. The anticipated contract start date was July 1, 2023, with an initial one-year term and four one-year renewal options.
